Subject:  Which spatial statistics tool to use?

I have two data sets, one a polygon shapefile and the other a distance raster (showing distance to features in another feature class). I need to find out the distance within which two-thirds of the polygons fall. In other words, I need to determine the distribution of polygons in terms of distance to another feature class. The first step, I assume, would be to compute the centroids of the polygons, then extract the distance values to them using the Extract Values to Points tool (correct me if I'm wrong). After that, however, I need to find the distance within which a certain percentage of them fall. I presume that this requires one of the spatial statistics tools, but which one?

Thanks in advance.
