Check out http://www.SiteBuilder3d.com from MultiGen-Paradigm. It is a plug-in for ArcView that allows you to automatically create a 3D real-time database from your 2D GIS data.

I would like to be able to view a simulation of a proposed house, or maybe a whole subdivision, on my computer. I would like to represent the topography, building and landscaping in 3 dimensions. I have ArcView and already have topo, building footprints (from aerials), orthophotos, parcels, streets, DEM terrain, etc. The buildings and landscping doesn't have to be 100% architecturally accurate: I mostly want a simiplistic building model for massing and visual impact analysis. Any recommendations? Would ArcView 3D Analyst fit the bill? Would something simpler be more suitable? Is something more complex (ERDAS Imagine and Virtual GIS is one package I'm looking at) be the minimum necessary to complete my job?
