Diane,
you might need to work your way down via the State level,
for example, in Illinois you can get more precise data at
http://www.inhs.uiuc.edu/nsdihome/webdocs/st-geolb.html

there's a number of State data providers listed at
http://www.gisdatadepot.com/datafeature/
and I have resources for all the other states as well,
however, these haven't been posted yet.
