Just my own penny opinion. Yes, we all wish to have free access to all GIS database. The government agencies did receive the funding to collect, produce the database we need. But when the project (of producing these data) first began, people didn't realize what these database might be used and distributed as what we are doing now. As both database and userbase are increasing, governmental agencies are forced to downsized budgetally. Shifting to private agencies seems to be a logical solution, as long as the services is good and cost is reasonable.
As Glenn said, I did download tons of data from GeoComm. Thanks for their decent services in the past few years.
Right now, my colleagues I are working on a nationwide GIS data warehousing project funded by Taiwan central government. This is a multi-year project. At this moment (from now to the May 2002), we need to construct the master plan for the whole warehousing and also a prototype system to demonstrate how this master plan might work. We are searching around the web for cases in both inside/outside GIS domain. USGS happens to be one of the agents we are studying now. Any comment and/or suggestion is appreciated.
