Dr. Harry,
you should know it already, but it is worth to mention anyway: the Global=
Spatial Data Infrastructure initiative address many issues which are=
relevant for a nationwide GIS data-warehouse like the one Taiwan is=
seeking to build: "GSDI encompasses the policies, organisational remits,=
data, technologies, standards, delivery mechanisms, and financial and=
human resources necessary to ensure that those working at the global and=
regional scale are not impeded in meeting their objectives (coordinating=
the organization, management and use of geospatial data and related=
activities)".
Its website (at <http://www.gsdi.org/>) has a very special publication=
called the 'Spatial Data Infrastructure Implementation Guide' (SDI=
Cookbook), besides other very useful documents, like Global Survey of SDI,=
by Prof. Onsrud, from the University of Maine, USA.
