Dave,
Blue Marble Geographic Explorer (http://www.grime.net/GISTools/index.htm#Blue%20Marble) reads DXF, DGN and DWG (amongst others) and writes MIF and TAB. Is that what you need?

Dear list,
Can anyone give me any tips for converting CAD files into MapInfo tables with a British National Grid co-ordinate system. I would like to tell my CAD drawing supplier the best format to send drawings in and anything else that they can do at their end to make my job easier. My main problem so far is trying to convert drawings which do not have recognisable co-ordinates.
If anyone could help me out with this one I'd be grateful.
