Todd,
I suggest that you look into a product called "GeoBalance" from Corona Solutions (www.coronasolutions.com). These folks market a number of law enforcement specific resource management applications, but Geobalance is solid redistricting software.
We have bought and used this software to (obviously) redistrict and balance our police districts using as many parameters as we have needed (i.e. balancing average response times, total police workload times, population, total road length, etc.) using certain natural features as impermeable boundaries AND focusing the center of each district on crime hotspots.
We have found this software very useful for its intended purpose - it is quite powerful and along with that comes a bit of a learning curve in establishing parameters and setting up the raw data for the first time. Once set up, the application runs fairly efficiently. We were able to redistrict 600-odd neighborhoods in our city into 44 zones and into 6 districts in less than 30 minutes run-time (after data set up). The entire process (excluding input data prep from several disparate sources)took about a day for the initial run. We had our refined results in the bag after a few days of iterations. "What-if" scenarios can be done, but in our experience, not in real time mode (in a committee meeting, for instance).
GeoBalance is a stand-alone application that can read and write ArcView shapefiles.

Hi List, Sorry to even bother y'all with these questions, however, we have more than a few communities asking for help with re-districting. Have any of you had any experience with the GIS software that is available to help with re-districting? What would you recommend? We don't have the cash to spend on some of the more expensive packages such as Autobound, so, having ESRI software, I have downloaded the Districting extension for ArcView. However, this isn't as easy as it should be. There are problems getting populations tied with census blocks and simply getting a plan started with this extension. Does anyone have any suggestions, recommendations, tips or instructions? :)
