What is the final surface presentation you want to have?

If only triangulated irregular network, when there may be a lot of reasons (e.g., methods used rounded values).

If this is a grid, when you will never obtain exact measured values, because you measured elevations not in grid points. Nevertheless, methods based on Delauney triangulation are usually better in survey points than geostatistical ones (kriging) that normally change elevations. I use Delauney in such cases.

Finally, ESRI shapefile description contains a special structure termed 'surface' that should avoid such errors, but I have no experience with it.
