Adding to this,
I recently received a copy of a new title from ESRI press
that should be of interest to environmental planners.
"Planning Support Systems" (edited by Brail & Klosterman)
delves into planning support systems in great detail and
offers up some useful information regarding gis, CAD, and
visualization tools for planning purposes.
We haven't added it to our catalog yet, however, it can
likely be ordered from esri press
