Try the "Oracle Shapefile Converter" utility from http://technet.oracle.com/software/products/spatial/content.html it will create a text file with one row per geometry in the shape, including atributes in the DBF.

Does anyone know how to retrieve the coordinates that exist in a shape file such that the coordinates are presented in a text file format? For example, if I have a shape file with the boundaries of all the districts in a state, I'd like to be able to "export" (translate, whatever) the coordinates of those boundaries into a text file or Excel file. The end product is a database with an identifier (the name of the district), and the longitude/latitude of each point that defines the district. So, there will be multiple lines per district, depending on how many points define the district.
I would be willing to pay someone for this service if it requires software I do not own.
