You could try Blue Marble's Geographic Explorer. It can supposedly read SHP and write MIF and it's free. Start at www.grime.net/GISTools/index.htm#Blue Marble.

I downloaded the USCities shapefile from the free data downloads but I am having trouble making it work in MapInfo.
I am using the Universal Translator and converting the shapefile to a MIF and then importing into MapInfo. When I do this though the points are off and are all stacked upon each other. When I check the projection it says Non-Earth Metres so I thought this was the problem in the conversion. When I change the projection from Non-Earth to Longitude/Latitude I get a more normal distribution but it does not overlay correctly with my other layers which are in a longitude/latitude projection (they are way off).
If someone could offer some help it would be greatly appreciated as I have attempted a few times and have not been successful or if someone can suggest another source file with US cities that can be downloaded for free.
