Start with the following sites. They have alot of info regarding GIS
and VRML.
First is the "Web 3D Consortium" page http://www.vrml.org/
Then look at the Case Studies at:

Then there is a Good list of Various White papers at

Excellent article from Infomaniacs (# 17) called "Escape from VRML Island"
Then you can try the Web 3D Repository at http://www.web3d.org/vrml/vrml.htm
and of course, there's always the old stand-by of an ESRI research papers

then ther's my favorites....
1) David Fairbairn and Scott Parsley work titled "The use of VRML for
Cartographic Presentation"
2) Jürgen Döllner and Klaus Hinrichs work titles "An Object-Oriented
Approach for Integrating 3D
Visualization Systems and GIS"
