GIS is certainly one of the most powerful tool we have never seen for flood forecasting. It is able to manage, and analyse... so many layers of data that fairly any studies can be performed. Moreover, many people work on the way of coupling hydrological models to GIS. So that, it is possible to evaluate potential damages, regarding the land use evolution, for example. GIS is also a great tool for crisis mitigation. For me, the best of the best is to combine GIS tools with remote sensing data and derived products. That's the major axis of my Ph.D. work!!! A very abundant litterature is available on the subject...
