It has been awhile, but my farmland real estate appraisal class back in college was one of my favorite electives for my Ag Business degree.
To me, this seems to be a somewhat generic GIS function for locating comparable sales within several buffered distances of the property being assessed.
The key is having all of these sales in a database with some Lat/Long attribute attached. This covers a comparable sales portion of farmland assessment if you just interactively select all recent sales within different search distances of the subject property.
The more interesting (to me, anyway) appraisal is of the potential productivity and soil type analysis so you can do for income potential analysis. It also helps you weed out comparable sales for totally different types of farms that happen to be within a suitable buffer distance but have very different soil types.
Nobody really wants to count squares with a template and the soil survey books (this is what I learned to do). If you have digital soil maps available for your county, then it is easy to clip to a farm boundary and look at the total acres of each soil type. This, combined with a good elevation raster for slope, makes a good place to start for this type of productivity analysis.
