Here's two links for historical maps that you can easily browse and in many cases download the data in MrSid format [note that usually such data is not available rectified or georeferenced, although the metadata often contains basic coordinate info indicating the geographic extent covered by the map. Also, note that most of these maps are for the US\:

We are currently working with the David Rumsey Collection to provide their historical maps in an internet GIS context with other current/modern geospatial datasets (USGS DRG's, DOQ's, satellite imagery, air photos, and planimetric layers such as infrastructure, streets, boundaries, hydro, etc.). We use ESRI's ArcIMS technology along with our Java-based Maplicity(tm) and MapImager(tm) products to provide a fully interactive, lightweight, easy to use GIS interface for web browser clients, and includes image analysis functionality (such as overlay/swipe, blend/fade, spectral enhancements, create/save/download georeferenced image, etc.) With Maplicity and MapImager, web browser-based visitors to the Rumsey Collection will be able to conduct their own real-time interactive comparisons of historical maps with current geospatial reference data.
We have a full-featured on-line Maplicity and MapImager demo at our website (www.telemorphic.com) which includes a map service with comprehensive geospatial data for the San Francisco Bay Area, as well as two Rumsey Collection historical maps (San Fran 1914 Tourist Map and 1926 SF Bay Navigation Chart). In the near future an additional ten Rumsey Collection historical maps for the San Fran Bay Area will be added to the on-line site. One obvious example of change over the past 70's years in the Bay Area can be seen by using MapImager's image overlay and swiping function to interactively compare the 1926 Nav. Chart and the modern DRG's or DOQ's. You will quickly see that much of what is present day San Francisco and the East Bay was actually covered by water in 1926 (part of the Bay itself!).
As far as these types of on-line internet GIS tools and historical maps for Yugoslavia and the Balkans, I can't help you (unless you have the current and historical data of interest, and want to build an ArcIMS and Maplicity/MapImager powered site similar to our demo site). We also offer fully customized versions of Maplicity and MapImager to meet customers' specific needs.
