I have done a detailed evaluation of different map servers. Depending on the
existing environment, target groups, data warehousing requirements etc.
these recommendations would change.
You should go with ArcIMS if you
1- are an existing ESRI shop,
2- wants to run your application on Multiple OS
3- wants to integrated data from other ArcIMS sites worldwide/ intranet or
from a clients local machine for advanced and customized solutions
4- wants choices between ASP, Java, HTML and Cold Fusion development
environment
5- Much faster and sharper performance using SDE and Oracle of SQL to serve
your clients
6-AXL based map serves.
7-ArcIMS is part of ArcGIS and this can provide access to thousands of ready
to use and integrate tools

score on this and other reasons would come from clients needs and
requirement assessments and analysis,
also, when it comes to huge polygon based GISs, my preference is ESRI tools
and I have extensively worked in ESRI, Intergraph, and MapInfo etc.
environments over the past 12 years.

Some time ago (2 years) my company switched from using MapXtreme to
ArcIMS (SDE). They claimed that they ran into some serious performance
issue using MapInfo's web based product and thus made the switch to
ESRI. The people involved in that particular project had always
traditionally used ESRI's ArcInfo and possibly may have been biased
and/or preferred working with what they knew well.
These people have now left and I need to provide more reasons as to why
other parts of the company using GIS should switch to using ArcIMS and
SDE. Am I really going to have better scalability using ESRI products?
Can anyone give me some insight re their own experience?
I'd appreciate your two cents.
