Don't know the specifics of your colleague, but there are plenty of ways to secure maps of Afghanistan, although the scale might be difficult.
Start at the NIMA site (www.nima.mil) or the DSCR (Def Supply Center Richmond) http://www.dscr.dla.mil/. NIMA makes maps at 1:5M down to 1:10K, DSCR stores them. And I know, with 17 years in the Marine Corps GIS community, they've got a lot of them being updated as wee speak and cranking off the presses this week.
After that you might want to look at the Perry Casteneda Library at Univ TX. http://www.lib.utexas.edu/maps/index.html. I know they have a specific link on their opening page that goes to Afghan and Middle East maps.
