Well Mary, We have gone through this learning a few months ago. Depends what your other hand held application needs are? Simple solution would be to stick to ESRI and its ArcPAD 6 near future release, however there are two more to explore. Intergraph Intelliwhere and Baker's GeoLink. I was very impressed by Intelliwhere.
Develop a matrix with your list of criteria and go from there. For example include some from the following and rank them accordingly: Display ESRI, AutoDesk, Intergraph or GPS formats. Any Application Development Kit Background Map and Image display, format of images etc, Change color and legend etc. Pan and zoom capabilities GPS compatibility and Simulation of GPS data etc. External Device Support like digital camera etc. Tabular Data Viewing and customization Other analytical capabilities Support for Windows or any other corporate platform
Hope it helps!
