Here is a late summary:

I need a recommendation on software in the $100 or less range for
raster (.pdf & .tif) to vector (.dxf & .dwg).

Suggestions:

Try MapScan - I used it in the past and it is relatively easy to use.
I think it is either shareware or freeware.

Hello, after some research, we found that the best and fastest
software for this conversion is R2V, it not under $100.00 more like
$1500.00, but it work excellent, you can check out their website at
http://www.ablesw.com/r2v/ they have a free demo that's worth checking
out. another that I've used before is Hijack, not sure of the site,
but it good too....good luck:)
(I looked at the demo it appears to be very good, however it was out
of my price range, same with Hijack.)

I first recommend that you ask them to give you the vector graphics
that they used to create the pdf and other images. I believe that if
you convert these raster images to vector they will be worse graphics
than you started with. Were these images scanned or where they plotted
or captured to an image? If they were plotted or captured, try to get
the original graphics so you don't end up with converted converted
files.
(Always good advice and something that is easily overlooked when you
are under pressure. I learned the value of an original years ago when
I worked in a graphics department. Unfortunately in this case the very
best was a 2nd or 3rd generation copy of a cad drawing that was
scanned with no particular care. One does what one can.)

R2V reads Tiff (etc) and writes SHP (etc) (start at
http://www.grime.net/GISTools/index.htm#R2V) Blue Marble Geographic
Explorer reads SHP (etc) and writes DXF (etc) (start at
http://www.grime.net/GISTools/index.htm#BlueMarble)
