Here is one option:

1. Run POINTDISTANCE in ArcInfo using a search radius on 1 mile (will
have to convert to coverage units).
2. Create new point cover from points close enough to make clusters.
3. Create distance grid (works is Spatial Analyst or Grid) from cluster
cover.
4. Turn your line into a grid and use that as a mask for your distance grid.
5. The output will be a grid in the shape of your line that has values
for the distance from the nearest point in a cluster.
