Well, everything depends on the content of your comma-delimited
file. Not all comma-delimited files can be mapped into a MapInfo
table via MID/MIF format. For example, MID/MIF can handle
variable-length polylines and multi-polygon regions. How are you
going to structure that data in a flat file? Since there are so many
ways to structure map data, I doubt you'll find a p/d generic
translator anywhere. Anyway, if you need the details, the official
documentation for MID/MIF is at
http://www.directionsmag.com/mapinfo-l/mif/Table_of_Contents.htm.

On the other hand, if all you need to do is import your file as
plain data, then you don't need MID/MIF. You can open that sort of
file directly in MapInfo using File/Open table, and you select ASCII
Delimited format.
