You might want to investigate the GeoCalc DLL at =

We've invested literally thousands of hours into implementation and testing =
over the years. It been a tremendous task to implement a comprehensive suite =
of coordinate systems, projections, datum transformations, units, etc... =
Especially the "testing" part.

I can get you a whole bunch of ideas for "foundational geographic technology" =
that could be implemented as DLLs that don't exist today and would be of =
benefit to the general GIS community (or at least to developers putting =
together systems). Frank Warmerdam (sp?) and others are definitely on the =
right track with their efforts.
