Try to the links http://www.ionic.be/wfs/wfs_requests.html
But it's not obvious whether the output is 100% GML-compliant.
Tweaking may be required to make it fully compliant. You may validate it
against the GML schema to see if it's ok. Pay attention to the XML schema
version.
Another way, you could go to http://www.gmlcentral.com/tiger/ and download
the converter binaries also. It is written in Java, with GML4J API
(You could find the information about gml4j from http://galdosinc.com/).
There is a link to test data as well. Some of the data files may be bulky
and will cost some time to convert.
