Randy,
You could try using TurboCad or Blue Marble Geographics Exlorer to read it
then write it to another format. Start at
http://www.grime.net/GISTools/d.htm#DGN.

Hello all,
I have received a dgn file for a new project, but have been unable to open
the file. I have tried using Manifold, but the file did not open correctly.
I don't know if there is a problem with the file. I asked about this file
type on the Manifold list and am looking into a couple of responses from
that end. I was wondering if there is another method that I could try to
open this file?
