If I remember correctly, the keynote speaker from the Open GIS consortium in
Ft. Collins stated that all information used by local government has a
geographic component. The statement was made at this year's URISA
conference in Long Beach.

I suppose that anyone who agrees with this must first define 'geographic' or
'location.' With the right measurement tools, everything does have a
geographic or location component. So I could create a map of my loft here,
showing the locations of all three of my PCs and two laser printers even
though the entire area only covers a 10x15 foot space.
