Hello GIS people

I am currently working on a project that is looking at mobile applications.
I am attempting to categorize different GIS domains based on accuracy of
data and end users desire to be able to use new data quickly, that is, to be
able to use captured data in real or near real time as opposed to within a
week or a month or a year, etc., of acquisition.

The categories that I would like to use are:
1. Domains that need accurate data (sub meter) in real or near real time
2. Domains that do not need accurate data but do need it in real or near
real time
3. Domains that need accurate data (sub meter) but not in real or near real
time
4. Domains that do not need accurate data, nor do they need it in real or
near real time

From my perspective most domains fall into group 4 at the present time
largely due to cost constraints, but if this constraint was removed what
would you consider to be a more useful or practical category. Now I realize
that this is a rather broad question, but any comments, suggestions from the
real world would be greatly appreciated.
