Caliper Corporation has a Data CD for use with its GIS software products that costs $195 and contains digital version of FEMA's FIRM flood maps, which correspond to USGS quadrangles. Over 1300 counties are included, and the data are broken into separate files for each state. The datum is NAD27. For more information, see (http://www.caliper.com/fema.htm).
