Take a look at http://edcftp.cr.usgs.gov/pub/data/DLG/LARGE_SCALE/P/palo_alto_CA/transporta tion/ and download the "RD" file. That's the Palo Alto quad (including the Menlo Park USGS building) roads layer. Check the "Map fields between tables" box on import to automatically build relations between the drawing's table and various accessory tables.
If you want to see all fields, in your Tools - Options - Miscellaneous pane check the "Import empty columns in tables" box. Many fields in the USGS data sets are empty. Manifold gives you the option of not importing fields that are empty.

I've taken a look at the Morro Bay South quad and have sent it to tech support. The preliminary analysis on it is that this particular SDTS fileset has a minor error in it, in that some fields described as fixed length are not. We've imported that file with a few SDTS readers and some can read it with complaints and some cannot read it at all.
Our feeling is that error is a trivial departure from the SDTS spec that Manifold should be able to work around. Next week's update will extend Manifold to deal with such minor inconsistancies.
