Good for you! .e00 is a proprietary, unpublished format, so it is not
really fulfilling an agency's duty to give "public" access to public data if
it is published in a format that requires a contractual agreement with ESRI.
It's a little like saying people have the right to vote as long as they are
ESRI customers and sign an ESRI contract. At least they could provide the
files in .shp or SDTS.

Considering that Manifold does a better job of importing .e00 than ArcView
3.2 and that we think .shp is acceptable (another ESRI format) I hope folks
realize that this is not about whose format it is but about whether the
format has been made public.

We guarantee .e00 read capability or we will fix it. If you have an .e00
file that does not import absolutely perfectly (with all attributes, etc),
send a note at tech@manifold.net and be ready to upload it when they ask you
for the file. As you've identified, .e00 is a haphazard format that has
evolved over the years, so there is a lot of data in various weird
variations that come as a surprise to the importer. Once we get a sample we
can adjust the importer to handle yet one more weird case.
