Not sure if this is exactly what you need but check out Idelix Software Inc's Pliable Display Technology at www.idelix.com - there might be something of interest there under their Software Development Kit.

After trolling the user discussions and searching the net, I have come to no conclusion, so I pose this to the group.
You have a an ArcIMS 3.0 application. You allow people to zoom in/out. Layers turn on and off based upon scales (zoom levels). At some point they've zoomed in farther than you have data for and then your client becomes lost. How do you prevent a user from zooming in past a certain level? Maybe repeating the last level that you allow, or "graying" the zoom button? Is there a function I'm missing O.T.S (off-the-shelf) or is it all custom code that might handle this.
If someone could point me in the right direction, it would be appreciated.
