Chris,

Here's what we do with our customized version of ESRI's Default HTML Viewer:

We use custom code to do a couple of things so users don't get lost in the
zoom level. First, we use a "real" scale indicator (1:100,000) as opposed
to the scale ratio decimal used in ESRI's Default HTML Viewer (.00001). We
also do the coordinate transformations so the user gets both scrolling
lat/lon and scrolling map coordinates. We also have added a custom button
for "Zoom to Point" so the user can easily zoom to the appropriate location
based on DD, DMS, or map coordinates. Then we added a custom "Zoom to
Scale" function so the user can easily get to the set of predefined zoom
levels (scale) or a user specified scale.

Our MaplicityHTML viewer and the code is included with the purchase of a low
cost Maplicity web server license. If you are looking for a more
interactive desktop GIS-like interface, with much improved functionality
(including image visualization tools), Maplicity is our 100% Java applet
client for ArcIMS image services. Maplicity includes three scalable
deployment options (one HTML plus two Java applets). Maplicity is available
for both ArcIMS 3.0 and 3.1.
