If there are any surveyors on this list they will be able to give you a better explanation. But this is my recollection:
After the section corners were monumented, the quarter section monuments were set. The goal was to divide the north line into 2 equal segments by setting the north quarter corner at the center point: ditto the east, west and south quarter corners.
Then the north quarter corner was connected to the south quarter corner and the east quarter corner was connected to the west.
I think the subdivisions of quarter sections were done similarly. If the section is bounded by a river then the process is different, but I've forgotten the procedure.
