Benoit,
I don't think neither of the two links you refer to contradict your
statement and wishes with your extractions of the database. When the texts
refer to "DCW" remember that that is a "distribution" of VMAP0 done by ESRI
(a CD-set), which is not in the public domain (which is not necessarily the
same as 'without copyright'). If you downloaded the data directly from NIMA,
then don't worry about that.
