Lyn, I've done a fair bit of this in the past. There are a number of option depending on if you want an "automated" process or wish to do this by "heads-up" tizing
Generally my feeling is that this is best accomplished in a CAD environment such as Autocad or CAD Map (preferred as it can support map projections). Check into Cadoverlay or other raster tracing programs offered by autodesk (and others). Trying to do the same in Mapinfo or ArcView etc... can't compare!
Hitachi software also offers some good products if I recall. I used to use their cadcore tracer, however, I believe it's been re-named. I'm sure a search on Google or at search.geocomm.com will give you some good results.
Finally, if you want a consultant, I've had Scott Carter from usgsquads.com do some scanning and conversion for me and he provides great service at a good rate.
