Anthony,
I may be missing something, not being a GIS specialist, but can you not do
something along the lines of sorting the .tif files into subdirectories of
the same rotation factor (value from the .tfw file) and then batch process
the files using something like JASC Image Robot (or similar)?
Just an idea,
