Travis,
ASPRS and NASA have been working on a 10-year industry survey and have
presented some results. They are in PowerPoint, available from the ASPRS web
site at www.asprs.org. This is remote sensing, though, not exactly what you
are looking for.
And regarding the GITA report Glenn suggested:

Both mention that it involves 157 responses from 147 companies in utilities
-electric, gas, telecom, water/sewer.
You might check www.daratech.com. The press release of Oct last year
announcing the availability of their report "GIS Markets and Opportunities
2001" for $4950 (This is $4950.00, not $49.50) includes a few tidbits of data.
