Subject: GISList: Surveyors vs GIS Data
Date:  03/08/2002 07:46:31 AM
From:  Mxsurveyor .. aol.com

WOW

Someone has a scary opinion of the EVILS of Land Surveyors and Their
Profession. Most Surveyors provide a service that helps whom ever hires them
in ways that only a trained and experienced practitioner can offer. Most
States have laws dating back several years on how, who and what a Survey
constitutes. From the Pyramids to Moon Surveying techniques and theory have
been used and will continue to be used for centuries to come. Thank God the
Army and Navy needed accurate locations (Sub Meter) of buildings and ships
paving the way and allowing GPS firms to develop receivers that eventually
every household will have.

Surveying is not a dirty word when GIS/LIS is required. Yes, you can data
collect with individuals trained in the operations of the GPS equipment that
meet or exceed most accuracy tolerance's. I agree you do not need to be
licensed to operate a data collector, most Surveyors send trained personnel
not licensed individuals to collect the data anyway and a trained post
processor, is not necessarily a licensed PLS. I'm on your side when we try to
remove the Lawyers from mapping, however its only going to increase. After
911, address's, gas mains, electrical lines all have a heighten importance
never before realized.

GIS in most States can be conducted without the fear of being sued or liable
for practicing Land Surveying without a license. You should familiarize
yourself with what ever State you practice in with the Laws pertaining to
Surveying. Whenever a Right of Way, Boundary Line, Property Corner, Zoning
Line, Fire District are mapped for any other purpose other than for
Assessment Mapping you may already be violating the Land Surveyors Act within
you State. Utility and facility mapping tied to pavement is the main issue,
It cross's the gray zone when Property lines get attached.
