If this was againest an SQL DB the method would be to build a query/view
that just returned the key field and the fields with your labels, making the
select return unique records. Something like:

Select Distinct Key, Label from Table

This should return one record per key assuming the label is consistant over
all the records with the same key. If it isn't you probably have other
problems!

Hopefully your geodatabase is capable of such a query.
