I did registrer a tif image two years ago using ArcView Gis 3.1, you have to
embed special extension file for this purpose in the Bin folder were your
software package was installed, then loacte or create at least four pass
points in both your image and on a points theme, go through the process of
matching these pass points. once you finish you will get the reslut of the
transformation, which as far as i remember an affine transformation, then
according to the accuracy required you can decide wether to proceed the
registraion or cancel it.
note:I'am sorry I forgot the name of the file you need to insert in the Bin
folder.
