Hello Azhar,
Good luck on your project. The following article

describes a project funded by the UNDP in Pakistan. A digital vector map
for Karachi was created for this project. I am not sure if this data is for
sale, at the end of the article is some contact information, perhaps you
could contact these people for enquiries.
As far as implementing a TIGER type of method, I think you mean
incorporating address ranges for geocoding and routing purposes? This might
be difficult in a city like this, as the street addressing system is not as
'organized' as that in the states.
A product such as ESRI's RouteIMS or MapInfo's RoutingJServer/MapXtreme
would enable you to create a web site for people to view the map. Using the
algorithms contained in these products, users could perform routing
analysis, like you find in mapquest.

Hi:
My name is Azhar Bilgrami and Iam from Pakistan. I want to make a
software for my city Karachi which will Route a User upon entering of Source
and Destination Address. I Searched the web for that and i found
"www.mapquest.com" exactly fulfilling the task which i desire, but for USA,
i want to replicate this for my City Karachi.
By searching the Web, i FIGURED following steps for my project:
1: Acquiring the MAPS.
2: Conversion of the Map into Vector Format.
3: Dividing the Map Using either DLG/TIGER method.
4: Making the Database(Including Analysis).
5: Implementing the Database in some RDBMS.
6: Finding/Redesigning the ROUTING Algorithm.
7: Implementing that Algorithm.
8: Creation of WEBSITE
9: Integration of the Data base and the Algorithm
into one Application.
10: Integration of that Application with WEBSITE.
Now i need You people's HELP in Step 2,3,6. i.e.
How to Convert a MAP into Vector Format.
How to Apply the TIGER method of Map Division.
The Routing Algorithm.
Also correct me if these steps are wrong or
some thing is missing.
I really Need You People's help as this thing is
unprecedented in Pakistan,so i have no Local Guidance :(.
