you might try also SPRING, a freeware GIS tool delivered by the Brazilian Space Agency.
It can be downloaded from www.inpe.br, or www.dpi.inpe.br (I am not shure: the
contact point is spring@dpi.inpe.br )
It supports both vector and raster format, multiplatform and multilanguage. It is
closed code, but free.
