GIS List,

My comments are directed to the strategic issue of positioning report data=
=20
transmission, and reflect the perspective of my company which is an Orbcomm=
=20
satellite based position report supplier. It appears that Vivek is=20
fascinated with the technology, and is not looking at the competitive=20
environment.

Cellular Case
This is technology with relatively expensive infrastructure=20
costs. Cellular towers and switching stations only are extended into=20
population groups where there is a high likelihood of sufficient revenue=20
being generated to justify the capital cost of the necessary infrastrucutre.

While cellular, once it overcomes the problem of "dropped connections" can=
=20
be expected to dominate urban positioning for some years, probably followed=
=20
by some sort of WLL (wireless local loop) technology: it will never have=20
the user base to push its towers out into the hinterlands. Long distance,=
=20
non-urban positioning will be a satellite market for many years to=20
come. Which satellite system will dominate is another - and very=20
interesting - question.

CDMA case
This dawning technology promises to expand bandwidth, not very necessary=20
for short positioning messages (our proprietary reports are 6 bytes for=20
Lat, Long, Velocity, Course & Date/Time). Similarly this technology=20
promises to be significantly more expensive per km2 covered than the=20
extension of cellular GSM / PCS networks.

Conclusions
The adoption of CDMA for positioning will occur, it will slowly move into=
=20
urban areas for vehicles which are exclusively used in urban areas. Use of=
=20
CDMA positioning technology will not begin until a "critical mass" of CDMA=
=20
infrastructure has been built.

Use of the widest distributed network, which BOTH covers the mobile range=
=20
of the target purchaser AND has the lowest costs will continue to point=20
toward the network of choice for positioning reports.

So, just because it is a neat technology does not mean that it will expand,=
=20
network coverage will be more important in the intermediate term and thus=
=20
drive "local" business toward the cellular network and "long-range"=20
business toward the satellite networks.
