A fourth to add to your list is Maptitude for the Web. It also handles ESRI Shapefiles, MapInfo TAB files, and Oracle Spatial tables in their native format, enables live access to the data, has Mapplications (web mapping templates) to make it easier to create web mapping applications, and costs only $2995/first year and $995/additional years for unlimited numbers of users.
