Take a look at CARIS Spatial Fusion. (http://www.spatialcomponents.com/SpatialFusion.html) It supports a load of vector and raster file formats, Oracle Spatial, any ODBC datasource from any location on your network (it is a fully distributed solution), always live. It supports read/write of shape and mif formats for redlining and digitizing. Additionally Automated Vehicle Location dataservices, bathymmetry and Electronic Navigation Chart (S57 ENC) are available for licensing. Clients can be anything from a simple (web)browsers to advanced Java applications. Functionality includes classification, annotation, buffering and shortest route analysis. It complies with the OGC's Web Map Server specs, the upcoming release Q2 or Q3 will support compliance to the OGC Web Feature Server Specs.
