Take a look at Manifold IMS at http://www.manifold.net/mapserver/index.html

At $245 it includes not only a fast and powerful Internet map server, it
also *includes* Manifold 5.00, the world's most sophisticated GIS. This
allows creating cool web applications without programming using the totally
WYSIWYG facilities of Manifold.

I don't think anything else compares. Before you find yourself spending
thousands (or tens of thousands) of dollars on old-fashioned Internet map
servers that run more slowly and require you to launch a software R&D
project to set up, see how far you can go with Manifold.
