Thanks to everyone who responded to my question about tools for translating
AVENUE to VB. Here is a summary of the answers I received:
Some companies may offer this service on a case by case basis

Tools do not exist and creating them would be "difficult to impossible".
Some who replied had heard from ESRI that they do not plan to create such a
tool but will leave translation up to the user.
