Well, this will be short, as I got exactly two suggestions/replies, which were nonetheless helpful and appreciated.
Manoj Thakur suggested www.scitor.com as a start to evaluate PS 8.x, a project management application. Also suggested was www.pmi.org and the PMBOK.
Mike McCann suggested PrimeContract from www.primavera.com as another potential solution.
Thanks for the suggestions, will continue to seek the ideal solution.
