You are in luck! Baja California is part of the VMAP1 coverage (1:100K-scale equivalent) from NIMA. See www.nima.mil and drill down to their geodata spatial engine for free downloads online. It is extraordinary data.
You'll need a GIS, like Manifold, that can work with VMAP1 data in .vpf format.
