Michael,
I don't think this topic cannot be generalized as there are simply too many
contributing factors.
The current economic status of the geographic region where the work is to be
done as well as the nature of the task at hand will determine the rates that
one will charge.

ie. if you are a recent graduate working out of your basement your fees may
be $20 per hour (or even less, depending on how badly you need the work) .
If you are a consultant with UMA engineering, Titan Systems, etc... your
rate may be $150 per hour.
Is the job requiring a senior analyst, project managers, or techs?
All of these questions will need to be answered.

So in short, providing a fixed rate applicable to everyone on this list,
spread out over the Globe is impossible.

If I had to take a shot in the dark though, I would guess anywhere from
$25-$60 per hour for techs->analysts
