I think we could give you better advice if you were to describe in a more
detailed way what you consider a "spatial decision support system." This is
one of those terms that can be used so generically that it's not
particularly helpful.

It's reasonable to say (if a bit pretentious) that any GIS package is a
"decision support tool." In that case, you should visit the various GIS
portals, like www.geocomm.com, and take a look at all the various GIS
packages (like Manifold, etc.). But that's a lot of ground to cover and in
the end you'd be doing just another review of GIS using a fancy name.

Although every GIS can be very helpful in making decisions through nothing
more than thematic formatting and similar obvious facilities, advanced tools
for knowledge discovery and decision support as have emerged in more modern
software markets (like database markets) are still quite rare in GIS. I
guess that's because traditional GIS packages have been very weak in
database functionality and analytics. If you are not familar with these
tools, you should visit the various web sites in the database community to
learn about topics such as OLAP, knowledge engineering analytics, neurofuzzy
inferencing and how flexible ("fuzzy") queries are used to help make
real-life decisions.

I know of only one GIS that includes knowledge engineering analytics, an
integrated neurofuzzy inference engine as well as what is described as a
"Decision Support System" console. The latter is an integrated tool for
automatically building fuzzy queries of the sort that are used in modern
decision-support / database mining / knowedge discovery. Was that what you
had in mind?
